Goyer Road Improvement Project

KOKOMO, HOWARD COUNTY, INDIANA

PROJECT DESCRIPTION

The proposed project would include widening Goyer Road to include a two-way left turn lane from East Boulevard Street to Markland Avenue. The typical roadway section would consist of two 11-foot-wide travel lanes (one in each direction), a center 14-foot-wide two-way left turn lane, and five-foot-wide sidewalks with a grass buffer on both sides of Goyer Road. Additionally, the storm sewers in the project area would be replaced and curb and gutters would be constructed on both sides of Goyer Road. New permanent (1.70 acres) and temporary (0.78 acre) right-of-way will be required for this project. The MOT for the project will include phased construction with lane shifts and lane closures. The MOT for the project will also include a short-term full closure of Goyer Road with a posted detour (delete this part to replace the CMPA at Cannon-Goyer Ditch). Access will be maintained to all residences and businesses throughout construction. Construction is anticipated to occur between spring 2026 to summer 2027.

Project Updates

Notice of Planned Improvement:

The Federal Highway Administration (FHWA) and INDOT have agreed this project falls within the guidelines of a Categorical Exclusion (CE) Level 2 environmental document. The CE was reviewed by the Indiana Department of Transportation (INDOT) and released for public involvement on January 9, 2025. A Notice of Planned Improvement was published in the Kokomo Tribune on (January 23, 2025 and January 30, 2025). Preliminary design plans along with the CE document and other project documents are available for review at the links below. All interested persons may request a public hearing be held and/or submit comments below.

Notice of Public Meeting:

The City of Kokomo hosted a public information meeting on May 22, 2024 at 6:00 p.m. EST at the Council Chambers at City Hall, 100 S Union Street, Kokomo, Indiana 46901. The format of the meeting featured a formal short presentation beginning at 6:00 p.m. with an informal open house session immediately following. The open house session provided the public an opportunity to view project exhibits and displays, as well as interact with the project team. Additionally, the public was afforded the opportunity to provide comments on the information presented at the meeting through the submission of comments to the project team.
